When an image is good, it get's used. doesn't matter how often, or in what place; the simple fact that it is used if enough to fulfill the image's purpose.
But what of [[Special:UnusedFiles|unused images]]? What do we do with them?
Well, first make sure the article isn't one of the following:
* redirected or duplicate files
* marked with {{tl|replace-type}}, as someone has said another type is better for the file you are looking at.
second, is the file of really poor quality? or is it too out of date?
(too mark on as such, please use {{tl|out-of-date}} and {{tl|poor-quality}}).
third,  see if any pages are marked with {{tl|images}} & {{tl|better-images}}, as those articles are in need of images most of all.
