Branches of Administration

I was looking around bulbapedia yesterday, and noticed that they isolated the power to propose policy into a legislative branch, that , "senior staff at Bulbagarden feel that an official voice is needed to have a final say in issues and disputes; to put their feet down, so to speak". After Thinking about it for some time, I thought this might work well for us.

Which is what i am doing now. Keep in mind this is only a draft. None of this has to be approved, or even discussed, until later on. I just hope it doesn't get lost in the wiki. Please Place your comments in the #comments area, in order to allow the bylaws to be separated.

Draft Bylaws

There shall be 2 equal branches to the governance of Lylat Wiki.

Legislative Branch

The first, given legislative powers of policies and guidelines, is made up of 1 representative from each Wikiproject. Whom this representative is, is chosen exclusively by the Wikiproject team itself. Each representative is given 1 vote, and serves a 1-year term. This body shall be called " Cornerian Editorial Council", or CEC.

Decisions of the CEC are decided by a Simple Majority, with the Chair voting only in the event of a Tie. All decisions of the CEC are then sent to the Administration for Review, and are subject to approval by Signature(s) or disapproval by Veto.

CEC records shall be in a print form, whether it be on the wiki or in some kind of forum. There should be no decisions made by the CEC outside the public eye, and without substantial time for comments from regular members, in a manner such as a Chat, IM, email, etc. This however, doesn't prohibit drafts being made, being kept private until they are ready for viewing.

Executive Branch

The second branch, given Executive Powers such as executing policies, is invested in the Administration. The Administration is made up of trusted editors, who have shown outstanding dedication to the wiki, good editing habits, helped settle disputes, and other good community and external relations.

The administration is divided in 3 levels, each given specific powers over the wiki, and each serving a specific term.

Level 0
  • Approves the creation, moving, merging, splitting or deleting of an wiki-project. They however, can not interfere with the Wikiprojects internal affairs, such as choosing a leader or a representative.
  • Gives organization to The Administration.
  • Is in charge of enforcing High End Topics.
  • Servers 3 year terms, with each level 0 Admin being up for election on a separate year.
  • Is the only group who may approve permanent bans, in accordance with Banding policy.
  • Level 0 admins will take up one of the following positions:
    1. Editor-in-Chief: Director of the Content Side of the Wiki
    2. Chief-Executive-Officer: Has the Server-space, domain name, etc. in his/her name.
    3. Chief-Financial-Officer: Monitors Advertisements (if any), server costs, donations, etc.
Level 1
  • Is given jurisdiction over one, and only one, of the following areas:
    1. Game-Related-Content: Anything that is in the Game, as a recognized part of the universe (so, characters and items, not music or games).
    2. Real-World-Content: Anything outside of the game, but still has sum influence on it.
    3. Wiki-Content: Anything exclusively dealing with the wiki.
    4. Administration: Keeps Policy Pages up to date.
    5. Fun: Creates new and interesting ways to have fun on the wiki.
    6. Other: Monitors Fanon, links to fan creations, etc.
  • Approves Leadership of a Wikiproject that has been delegated to them. However, they can not be the leader of the Wikiproject themselves. This doesn't stop them from being a leader
  • Run's minimum of one Community Pages, where he heads and/or monitor's that page's task(s) and goal(s).
  • Assistants Wiki Project Leaders in working together, settling disputes as they come up.
  • Helps Enforce LW:HET
  • Enforcing other Lylat Wiki:Policies that come about, including Patrolling edits.
  • May temporarily Ban users whom repeatedly violate policy.
  • Serves a 2 year term, with 1/3 of all the the admins at this level being up for election.
Level 2
  • Lead's a Wiki Project, recruiting people as he/she is able. Is in charge of Internal Affiars of the Wikiproject Team.
  • At the time of being a leader of a Wikiproject, they may not also be a CEC Representative of the Wikiproject or a Level 1 admin who is given jurisdiction over it.
  • Helps Enforce LW:HET & Lylat Wiki:Policies, including Patrolling edits.
  • Helps maintain relations with assigned Affiliates.
  • Serves a 1 year term.
Additional Details
  • All members of this branch Shall be considered Patrollers, given ability to patrol, and all Patrollers shall be considered part of this branch, regardless of the level they are on.
